		<description><![CDATA[It has been my experience over the years fully knowing illegalities concerning race and low-income within the owners, developers, and some City officals.

One thing that came to light while I was doing research several years ago is the owners and developers develop the QAP&#039;s rulings and policies to their making to the TDHCA then issued to the Governor for approval and implemented to the QAP.  

It is correct in saying that developers pick minority and low-income areas in order to gain extra points in their application&#039;s to TDHCA.  It is also correct that some City Officals approve these areas keeping the minorities and low-income in locations using without saying that in fact the message is the same, &quot;Not IN MY BACK YARD!&quot;

I think it&#039;s a sad world we live in to give so much power to the GREEDY (owners, developers, cities) that continue to exploit the minorities and low-income to keep them in their place.]]></description>

If we don&#039;t establish a long-term supply of affordable housing in these neighborhoods now, in 10 years there may be few quality housing options for low-income folks to remain in these neighborhoods.]]></description>
